Ingredients

Filling

  • 1/2 lb ground beef
  • 2 tsp garlic, minced
  • 1 tsp cilantro, minced
  • 1 tbsp green onion, minced
  • 1 tsp ginger, minced
  • 2 tbsp light soy sauce
  • 1/2 tbsp rice vinegar
  • 2 tsp sugar
  • 1/4 tsp pepper
  • 1/3 cup carrots, minced

Dipping Sauce

  • 1 tbsp chili oil
  • 2 tbsp light soy sauce
  • 1 tsp sesame oil
  • 1/2 tbsp rice vinegar
  • 1/2 tbsp sugar
  • Minced green onions (optional)
  • Sesame seeds (optional)

  • Rice paper
  • 2 tbsp neutral oil (for sautéing and frying)

Instructions

  1. Prepare the Filling: In a bowl, mix ground beef, garlic, cilantro, green onion, ginger, light soy sauce, rice vinegar, sugar, and pepper together. Set aside for at least 15 minutes to allow flavors to meld.
  2. Sauté Carrots: Heat 2 tablespoons of neutral oil in a pan over medium heat. Add the minced carrots and sauté for 2 minutes.
  3. Cook Filling: Add the seasoned ground beef mixture to the pan with carrots. Stir occasionally and cook over medium heat until fully done and browned, then remove from heat and let cool.
  4. Soak Rice Paper: Once the filling has cooled, soak one rice paper sheet in warm water for 5 to 10 seconds until pliable but not too soft.
  5. Wrap Dumplings: Place 2.5 tablespoons of the cooled filling in the center of the rice paper. Fold the top edge toward the middle, then fold the right and left sides inward. Fold the bottom edge over to seal. Repeat this wrapping process by adding another layer of rice paper around the folded dumpling to ensure it holds together firmly and crisps well during cooking.
  6. Pan Fry Dumplings: Heat neutral oil in a pan over medium heat, using enough to coat the surface. Once hot, place the dumplings folded side down into the pan. Optionally, press gently with a spatula to ensure even cooking. Shallow fry each side until golden brown and crispy.
  7. Prepare Dipping Sauce: In a small bowl, combine chili oil, light soy sauce, sesame oil, rice vinegar, and sugar. Stir well until sugar dissolves. Add minced green onions and sesame seeds if desired.
